An opened letter

I received a letter in the mail today. Apparently, they have decided to give me a ticket for the accident. Even though it was a single car accident, I know that they feel obligated to give out tickets whenever possible.
Below is a copy of the letter I received from the County of Lehigh. The date says it was printed on the 20th of November, but the post office lost the first one they sent me.
When I first looked at it, I was surprised at the charge of “Driving at a safe speed”. As I said I knew that they felt obligated to write tickets, but that’s ridiculous.
On the next line I do like how the fine is $25 and it cost $90.50 to get it to me. That’s a 78.4% overhead, talk about government inefficiencies.
Apparently my Grand Cherokee was so badly damaged in the accident that it became a station wagon.
In the small print, on line one, if you wish to plead not guilty, you need to pay the fine plus $7. That’s what I call guilty until proven innocent.
If they didn’t actually want money from me, I’d find this pretty hilarious.
